Impact assessment and analysis of labour market developments

The purpose of this measure is to put in place an annual survey that will provide insight into trends and developments on the labour market for the aviation industry, and to identify mechanisms relating to unfair competition relating to terms of employment.

A programme will be launched, together with social partners, in order to formulate a proper definition of the aviation employment market. In this respect, we need to look into both occupation types and organisations operating in the industry so that we can draw appropriate conclusions from data sets provided by the Chamber of Commerce, Regioplan, the Aviation Training Stakeholders Committee, Statistics Netherlands/Eurostat and the Netherlands Employees Insurance Agency (UWV).

At the same time, we will set up two databases: one bringing together all sources and previous studies (publication collections) and a data set of all available statistics. These sources and the definitions in use will need to be validated.

These two steps will be used to set up a uniform methodology, which will form the basis for further research, whether outsourced or not.

The initial analyses will be carried out in collaboration with the Aviation Sector Fund, with the Fund taking responsibility for initial consolidation and overall analysis. Once the initial results are evaluated, the methodology will be formalised.

Objectives

To provide insight into (historical, current and forecast) labour market developments for aviation employees; to pool all existing information into a coherent, overarching analysis for the entire aviation industry; and to identify and investigate situations involving unfair competition on terms of employment in the aviation industry in particular, in order to better understand the underlying mechanisms at work and to produce a coherent action plan.
